Have laid quartz tiles down and grouted ,cleaned off grout as we went,theres now a bit of a dull finish on them but really sparkly when wet.Any ideas?
 
Acetone (nail varnish remover) will clean quartz tiles as long as there has been no topical enhancer applied at the factory.

Test on an off cut first of course and if you find any of the actual quartz colour comes out then don't use it on the fitted floor.

You've probably got a residue remaining.

I would say it is epoxy grout residue... use a suitable residue remover but as always test in an inconspicuous area first... majority of resin quartz should not have any sealer on it.
 
Could try some of this Fila CR10 - Epoxy Grout Residue Cleaner
