Job i'm on at the minute has polypipe between joist heating with an 18 mm wbp ply top screwed to joists, the floor is firm. Would you tile on this as is, cover with cement board and tile, cement board and uncouple and tile or laminate?

As you suggested-use backer board over ply+uncoupling membrane then tile it.Make sure no deflection before installation.:disguise:
