You need to make sure that you mix the adhesive with the maximum water content as stated, and keep mixing the bucket throughout, to keep the adhesive as loose as possible.
DO NOT add extra water after the initial mix if it starts to stiffen, just re mix it and it'll loosen up again, unless it's at the point of setting.
And you will need standard set adhesive, not rapid.

Snap!Yes, working from the high point, the packers should all be level no matter where you put your level. So say your corner packer is the high point then the next row along should be level.
So effectively once you have fixed all your packers it shouldn't matter where you put your level on top of the packers it will be at the same height as your corner point
