There would a few variables to consider first.
Can you describe the scenario and maybe even include images?
There’s no hard and fast rule.
But using a leveller will, or should anyway, always give a better result.

Personally would never use adhesive to pack out a Geo floor, that’s the first thing.
Secondly, is there a reason it must be level as opposed to just flat?
