Electric junction boxes should be accessible using hand tools (not hammers)
the same go's for pipe fixings EG: service valves, heating pumps, stop *****, ect
while we are on the subject tiled bath panels should be removeable, we put a frame under the bath and screw the tiled panel to the frame using screws with plastic caps this helps if there is a leak and it stops the plumber smashing the tiles and saves the customer money
 
Yes, there are regs which state you can't cover up stop ***** and service valves etc as JDP says.

Generally on floors though there should only normally be copper pipes and cables with no connectors etc so one would assume you're OK most of the time. Just be aware of the fact that there could be a central heating pump or electrical junction box or something which Mr Customer might need to get to one day.
