What wattage kit are you fitting?
Is it for feet warming only 100W or 150W wire are you trying to put some heat into the room with a 200W wire?
If the first then no uncoupling membrane is needed imho. 200W then possibly you could but I wouldn't.

Good thinking , 200w .. It might well be a conservatory or similar

This is living room. Wire around 100W to feet warming mostly in the middle (furniture around).
I hope I can go without uncoupling membrane in that case.
