Tiling external pathway on top of old concrete?

Hi

My dad has an old concrete pathway around his small bungalow and up to his front door. The old concrete is crumbling in a number of places, more so as a result of the recent freezing weather. He has had a landscaper round to look at ovr paving the concrete with paving slabs, however this will end up raising the pathway above the level of his door threshold due to the thinckness of the slabs. He has also looked at having it resin bonded but the cost was ridiculous.

One of the suggestions I have made to him is the possibility of tiling the pathway instead as the tiles are a lot thinner than paving slabs. He seemed quite keen on this approach.

My concern is with the crumbling concrete surface. Would it be ok to rake out and clean away all the crumbling concrete then use an acrylic primer to seal it, then apply a suitable external tile adhesive to the sealed concrete?
Would I need to screed the surface first?
What recommendations do you have for a suitable external adhesive?
