i would just be on the safe side and prime them, I always prime my sub base regadless. because if it does go **** up then you will kick yourself.

Caledonian Tiling

Only need to prime if there is any surface cement interaction with your
adhesive or possible moisture absortion, so if typical stone or tile surface your ok to proceed without priming....

prime as Gaz say.Start tiling fixing the side of stepsdthen the risers and lastly the treads.Remember you will need to pack some of the step out if they are not straight,this is to keep everything square.All the best m8.
