This is a bit of smoke and mirrors to someone who isn't vat registered.
If a year old van is worth £12,000+vat it'll cost someone who is isn't vat registered £14,400. So it's no difference really. If your vat reged you can claim the vat back but you loose when billing customers as it makes you too expensive, if your not vat reged you don't but you gain when quoting for work. It swings in roundabouts.

A 2 year old van might be £10,000 plus vat = £12,000
Or from somebody who isn't vat registered would be selling the van at £12,000 .
It's just better if your registered to buy it off somebody who is registered, so you get a vat invoice and claim it back.
Nobody's making any money out of it.

If a vehicle is over 5 years old there will be no VAT. So look for one of those.

Or suck it up.

Or register for vat.

Or whatever.
