There are some self level compounds that go up to 50mm for heat mats so you should be fine, just check the specs on the one you choose.

Just re-read that, so once you have your mat down self level over that to desired height use decoupling mat and
taking into account adhesive and tiles, tile on top of that, sorry for any confusion
