a good idea may be to ask a more experienced tiler to come on board with you when doing a big job like a swimming pool so you can do the job to a good standard and learn of him/her at the same time if you have never done work lke this before thats what id mst definately do if i was in your situation,hope this helps.
 
Make sure you get the top line absolutley level. This is the level where the water will sit.

The water level never varies by more than a few inches and you can work out where the water will be by finding the skimmer basket and raising the float basket inside. The top of the float basket is the maximum water level. Drop the skimmer into the basket to find the lowest level.

Use the water level marking to make sure that the mosaic tiles in this area are all absoultely spot on level wise. I'd say that the tiles under water can be a bit less perfect because the eye cant see them so well. But its the top line that needs your setting out time and effort.
