Without dodging the issue, surely it's the house-holders business to deal with the insurance company? I have had exactly the same scenario about 6 months ago. Started as a bath leak repair, ended up with a complete new floor and bathroom suite including tiling. The insurance were involved from the outset and had been to see the leak before I got there, but were fine when the customer explained what had been found. I don't think they paid for the tiling as it was not really affected by the leak but they did cough up for the floor to be replaced.
