Prepping a painted wooden floor boards

Hi,
I think I have two options here but I thought I'd run it by you chaps as I may be overlooking something.
I can either sand the paint off and apply a decoupling membrane or ply-line the whole thing.
Any suggestions greatly appreciated.
 
only thing i can add to wilder is before gluing the hardi down give he paint floor a going over with a wire brush to scratch it and offer a better adhesive key
 
As all above. There are a few different types of backer board you can use, but all have similar fixing methods
 
As above. When using Hardie it is the screws that mechanically fix the boards down; the cement based addy underneath fills any voids/unevenness in the subfloor-boards ( which obviously must be rigid, loadbearing etc) so the lack of adhesion of/to the paint layer should not be a problem.
