I would be a little concerned regarding moist conditions with cork

How about slate tiles?
Slate withstands some abuse from the elements for sure.

the area is about 20m2 would need to overlay weyroc with ply and some kind of matting if he uses slate?

I would do as you first suggested and use ditra but tape the joints with strips of kerdi, tile with a flexi adhesive I would probably use the kerdi to seal the perimeter and fit tiled skirting

Id avoid the ply and use marmox or similar for something moisture resistant first.
Ditra over that would be good imo.
The ply would expand in the moisture and is unsuitable for tiling on lately too(chinese).
