Flexible tile cement

Hi
I have a house in Portugal and want to retile the flat roof & terraces due to a leak, can you tell me whether it is best to use flexible tile cement or ordinary for a job like this.

Also dont know whether you could help with this, but could you use wall mate under the tiles as opposed to roof mate, whats the benefits of using the correct (roofmate) and what damage could be down by using the wallmate instead.

No idea what wall mate and roof mate are.
Can you give us more details of the flooring and walling areas regarding the material they are made of, Concrete, screed, wood or Asphalt?

I suppose my concern from the tiling aspect is that would it need flexible tile cement incase of movement. The house is 20 25 years old, and the tiles would be exposed to the weather.
