Advice on outdoor tiling

I have a property in turkey that has a roof terrace. At present it is tiled but I am getting water damage to wall on floor below.

i am planning to re-tile the roof but should I remove the old tiles or tile over the top of them.

do you suggest anything that I could use to water proof before tiling ?
