Don't want to tread on anyones toes but just a quickie which may not have been pointed out before.
You can always tell me to shut up..
But, electric underfloor heating is notifiable under Part P of the building regs, which means, your sparks should ideally install the mat etc. and then come back and test and connect.
There are a number of different systems available and sometimes, but not always, earthing of the mat needs to be sorted before its buried.
