Shocking aint it.

It's mostly the chinese making them, but the big chains who sell them should just not stock them.

Problem is, people ask for them, so they're only catering for what's being requested, and let's be honest, they make 20p out of one. lol

Not a single cover would meet the British Standard for devices that get plugged into sockets, like plugs have to comply with.

If you damage the top pin socket by inserting a pin that is even 1mm too wide, you can end up causing a fire as the mains pin wont always shut when you unplug a genuine plug afterwards.

They only need to make them tougher, safer, more accurate sized, and then put them to british standards for approval, and they'd be fine. Wouldn't cost a penny more to make or buy.
