Is the above just for cleaning tiles/sanitary ware prior to applying silicone sealant or can it be used to dissolve old silicone residue?

It helps it debond but doesn't actually break it down

It's just that the last dissolver I used left a tiny amount residue.....you couldn't see it,but you could feel it.
