Outdoor tiling question - Tile Advice

Hi

We have a new concrete patio with stenciling done at the same time. It has swirls. But it hasn't come up good so the builder has agreed to install exterior tiling on top of it.

Our question is, can exterior tiles be installed directly on top of this stencil having swirls?

Im not familiar with the stencilling process. Are there any chemicals or sealants used on top of the concrete during the process?
If not, then there's no issue I can see.
To add, a sub tile drainage membrane like ditra drain would be what I'd want at my house
