I don't think owner would be happy to do that...they just had new kitchen fitted.

sorry I can't advise any method that would be safe to do and get the floor to a condition you could tile without the chance of it failing down the line.

a laminate floor over an ufh system would look nice

I wouldn't tile onto a floating floor either, heated or not.
